Because Guild Wars was open-ended when Prophecies was still Guild Wars.

Because an "endgame area" is a Factions invention, and Factions sucked on too many levels to list.

Because Prophecies didn't need an armor set to be crafted in the "endgame area" due to FoW armor.

Because greens are glorified collector items, and endgame greens are glorified collector items that take no effort to obtain (unless you're specifically beating the campaign for the greens and not the story or access to hard mode or armor, in which case I pity you.) You're effectively being handed a freebie, which is neither something that I like nor something that I think should be present in Guild Wars.

As pointed out by others, ANet seems to be "selectively" busy with GW2, which in essence allows them to prioritize GW1 updates in any way they want without the players having any grounds for complaints. That said, even if they do have the time, it is my personal hope that ANet does not introduce an "endgame area" to Prophecies, deviating even further from what had originally made Guild Wars a great game.

When you kill the Shepherd of Dementia and monsters around him, something similar happens.

Yet still that is not an end-game area.

In the other capaigns you get a 'I've done it' feel. But in Prophecies you get a 'that was it?'.

After defeating the lich you go on to defeat the titans, no?
Although there isn't much celebrating then either, much less any endgame greens: greens weren't in the game from the start, but were added with the release of Sorrows Furnace as a response to high prices of "gold perfect" weapons.

And yes, there are cheering npc's when you defeat the darknesses, but it's not a defeat-shiro-and-get-fireworks-type-celebration-with-rolling-credits, for sure.

id like this to be add, the end felt so like not done when ended in droks, i even started to think i wasnt done, give me an endgame prophecies item and weapons ,maybe armor and a lot os npc to thank me thats all over

Hm... they are SOO busy that they felt compelled to fix a "vital bug" in Cynn's dress? SOO busy that they gave us an almost totally pointless "concise description" to skills? From the recent things that Arenanet have fixed... they don't seem as busy with GW2 as we would all like... which is concerning.
I have a hunch that the original/core design team is busy with GW2 and that it's something like interns or bored staff members with a bit of free time doing these updates. They have all be pretty small, and not very game breaking (something you'd give to a newer staff member so he if he screws up, not much is changed.)
but on a side note, discussions on whether Anet will continue implementing game changes is totally irrelevant in this forum, we're simply discussing ideas that we'd like to see.

Guys, guys. I've said this before when Guild Wars was just Prophecies;what the hell would mursaat need a boat for? Don't mursaat float on their own power? Perhaps they were aware of the flameseeker prophecies and wanted to be nice and considerate to their conquerors. Or maybe they watch tv and need it imported. =]

I seriously believe that might be a test bed for skill descriptions or a feature in GW2, and they're looking for feedback on it. I wouldn't be suprised if a few other changed crept into GW for "Test" purposes.

Actually Gaile said the reason they're doing these odd updates is because they're making use of the staff they have available.
All the map designers and skill coders and writers (for example) are working on GW2. But a texture artist and interface designer have been assigned to GW. So they're working on what they can. For example, skill descriptions and minor texture bugs.

The White Mantle needed boats though, and maybe they can only float over land.
